David Mullan has been appointed as a Traffic Commissioner for Great Britain following a transparent recruitment process. He will assume his new role on 19 August 2024, serving the North Western traffic area.
Mullan, who currently works within the Department of Infrastructure in Northern Ireland, brings a wealth of experience to the position. Since January 2023, he has been responsible for overseeing policy related to Driver Licensing, Motor Insurance, and the Road Safety Strategy for Northern Ireland. Prior to this, from 2019 to 2023, he led the Transport Regulation Unit, which regulates goods vehicle operators in Northern Ireland. Even after stepping down from this role, he has continued to contribute as a Presiding Officer on public inquiries and impounding hearings in the region.
His appointment fills the vacancy left by Gerallt Evans, who recently retired. Mullan will be deployed to the North West of England, where his extensive background in transport regulation and policy development is expected to have a significant impact.
Richard Turfitt, the Senior Traffic Commissioner, expressed his enthusiasm about Mullan’s appointment. “I am delighted that David has been appointed to the traffic commissioner team. He brings with him significant insight from an adjacent jurisdiction and his broad experience in policy development will be used to great effect in our efforts to improve road safety,” Turfitt said.
Traffic Commissioners play a crucial role in the regulation of bus, coach, and goods vehicle operators. Their responsibilities include licensing, regulating local bus services, and conducting public inquiries when there are concerns about vehicle and driver safety. They also handle professional drivers at conduct hearings.
